The Eldorado National Forest is soliciting competitive offers for the Mokey Bear Fuel Reduction Stewardship Project. The Mokey Bear Fuel Reduction Stewardship Project is located within T.8 N., R.15 E.and T.7 N., R.15 E., M.D.B.&M. Sealed – “Best Value” offers will be received at the Forest Supervisor's Office at 2:00 PM local time on September 7, 2004, for an estimated 5986 hundred cubic feet (CCF) (M board feet) of timber marked or otherwise designated for cutting on 857 acres and 6 stewardship projects. Stewardship projects are: small tree (non-sawtimber) thinning and removal on 857 acres, machine piling vegetative debris on 809 acres; mastication on 48 acres and fireline construction of 19.8 miles (18.4 miles of tractor fireline and 1.4 miles of hand fireline construction). Contract contains Specified Roads with an estimated public works construction cost of $79,885.78 plus deposits for Road Reconstruction Engineering. Bidders qualifying as "Small Business concerns" under the Small Business Act, may elect when submitting an offer, for the Forest Service to build permanent roads. Additional information concerning this option is in the prospectus. The Forest Service will evaluate competitive offers submitted by offerors who present a price offer and technical proposal according to the information found under the section in the offer titled “Instructions to Offerors.” Evaluation factors for this project are organizational experience, organizational past performance, local community economic enhancement (including small business enhancement), understanding the Government’s requirements, and price. One award will be made to the offeror whose proposal is technically acceptable and whose technical/price relationship is the “best value” to the Government.
