This is a stewardship project with the intent to perform vegetation management through the process of removing trees and slash to meet healthy forests and hazardous fuel reduction objectives. The Contractor shall provide all labor, equipment, materials, supplies and supervision to complete the Project during a period of approximately three years from contract award through December 31, 2009. Approximately 424 acres will be treated with a combination of tree thinning (commercial conifers, hardwoods and biomass trees) and biomass/slash treatment (mastication, decking and piling or removal as product). Work associated with the timber removal, thinning of biomass trees and biomass treatment will all be performed on the same work units. Treatment areas consist of ponderosa pine plantations established in the 1960âs. Thinning will be accomplished by selecting leave trees at a 26-ft spacing (65 trees per acre), cutting less desirable trees and retaining those that exhibit desirable characteristics such as vigorous growth, no signs of disease and good position in the canopy. Reduction of hazardous fuels will be accomplished by the removal and/or treatment of thinned trees and slash. LOCATION: The High Horse Stewardship Project is located on the Upper Lake Ranger District of the Mendocino National Forest in Northern California and includes two blocks of units: the High Valley Units and the Horse Mountain Units. PREPROPOSAL CONFERENCE: 9:00 a.m. on July 20, 2006, at the Upper Lake Ranger District on the Mendocino National Forest. Attendees should bring lunch, water and proper gear for viewing site. At the conclusion of the field trip there will be time allowed to discuss technical proposal preparation with attendees. The successful contractor will be required to provide a $55,000.00 performance bond within 10 days prior to initiating any work. Interested parties will need to be registered in Central Contractorâs Registration (CCR) and On-Line Representations and Certifications Application (ORCA).
