This is a total small business set-aside Request for Proposal (RFP) acquisition. This project consists of hand cutting ashe juniper (cedar) trees on approximately 8,329 acres on Fort Hood Military Installation to manipulate or improve endangered species habitat for Black Capped Vireo. All plants, regardless of height, will be cut. Contractor is expected to cut all plants (including small seedlings). Cut plants should be left where they fall and not placed in piles, windrows, chipped, or hauled off. Acceptable methods of treatment are limited to hand cutting methods only (i.e. chainsaws, loppers and weed whackers with metal blades for smaller trees) that will cut, clip or sever ashe juniper (cedar) trees below the lowest limb, leaving no more than a two to four inch stump height. The use of any machinery or tracked vehicles is strictly prohibited, no ground disturbance is allowed. Vehicles can only be used to access areas designated for ashe juniper (cedar) control. Work shall be accomplished in accordance with all laws, regulations, clauses, and requirements of the Department of Defense, Fort Hood, and NRCS. Purpose: The purpose is to manipulate or improve endangered species habitat and to maintain open areas for military training lands and to improve vegetative cover that will slow erosion and sedimentation on Fort Hood. Only one award will be made for the entire project. The NAICS Code is 113310, small business size is 500 employees or less. Price range is from $500,000 to $1,000,000.
