GRASS VALLEY / SMITH MASTICATION
The Bureau of Land Management (BLM), Nevada State Office is seeking contractor services to masticate pinyon pine (Pinus monophylla) and Utah juniper (Juniperus osteosperma) from 604 acres with an option to masticate an additional 459 acres. The service requested is mastication or grinding of whole tree biomass. All pinyon pine and juniper (regardless of size) must be removed. The purpose of the project is to improve overall health and diversity of sagebrush communities, reduce fuel loading, improve wildlife habitat and other watershed values (e.g., soil stability and plant diversity). The Solicitation will include contract documents with details of the project when it is released.
The treatment units are located in White Pine in Nevada. Service Contract Act (SCA) Wage Rate Requirements are applicable to this project and the appropriate SCA Wage Decision(s) will be included in the solicitation.
The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about July 25, 2022. The BLM anticipates issuing a single firm fixed price award from this solicitation.
The competitive solicitation, 140L3922R0020, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310, Support Activities for Forestry, Fuels Management Services and the size standard is $20.5M (per the SBA¿s Table of Small Business Size Standards).
A Request for Proposal (RFP) solicitation package will be available electronically on or about Monday July 25, 2022, at the SAM website located at www.sam.gov. Proposals will be due no later than Friday August 12, 2022. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov.
Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).
