This publication serves as a notice of intent to procure services,on a sole source basis, from the Oregon Graduate Institute, School of Science and Engineering, to continue to characterize changes in flow, sediment input, salinity regimes and other physical factors, in support of the project "Estuarine Habitat and Juvenile Salmon -- Current and Historic Linkages in the Lower Columbia River and Estuary." This research will help the Government develope future management strategies to improve the habitat opportunity for native juvenile salmon stocks. The Government intends to negotiate solely with OGI because this is follow-on work to an existing contract to OGI. Further, OGI scientists have worked with the National Marine Fisheries Service for many years so have the necessary understanding of the project, and unique knowledge of the physical oceanography of the Columbia River estuary. Any interested concern which believes it can provide these services should send a qualifying statement to the above address by 12 April 2002. The period of performance is expected to be five years from date of award. An indefinite delivery/indefinite quantity contract is anticipated. This is not a request for a competitive proposal. This notice will be the only official notice of such solicitation. See Note 22.
