The Bureau of Reclamation is issuing this announcement to identify potential certified HUBZone and/or 8(a) Small Business concerns who would be interested in performing transplanting 147 clumps of elderberry shrubs, Sambucus mexicana. The elderberry plants shall be transplanted from the Folsom Dam Safety and Flood Protection Project footprint to a U. S. Fish and Wildlife Service (Service) approved mitigation bank. The requirements stated herein have been taken from the latest version of the U. S. Fish and Wildlife Services Conservation Guidelines for the Valley Elderberry Longhorn Beetle (VELB), dated July 9, 1999. The Contractor must establish that it has staff, to include a biologist, experienced and qualified in valley elderberry transplant work activities. The Contractor must also provide the appropriate documentation to establish that the VELB Mitigation Bank has been fully certified by the Service for elderberry mitigation. The contractor shall also demonstrate that the requisite number of mitigation credits is available to fully mitigate for the Governments elderberry mitigation requirements. The Contractor must demonstrate past experience successfully transplanting elderberries in the Sacramento County area for the Government. The Contractor shall also establish that the 147 elderberry shrubs can be transplanted within a two week time period. The Contractor shall also demonstrate that there will be experienced staff available to construct four swing gates. This is a commercial item acquisition.
