The Bureau of Reclamation has a requirement for a Valley Elderberry Longhorn Beetle Habitat Transplant. The habitat is non-riparian and contains one impacted elderberry shrub. The shrub has two stems 1-3" in diameter, three stems 3-5" in diameter and it does not have exit holes consistent with VELB activity. The U.S. Fish and Wildlife Service (Service) determined that this elderberry provided habitat for the federally endangered Valley Elderberry Longhorn Beetle (VELB) (Desmocerus californicus dimorphus). Under section 7 of the Endangered Species Act, the Service required Reclamation to transplant the impacted elderberry shrub and purchase mitigation credits at a Service approved VELB conservation site as compensation for the impacted VELB habitat. The Contractor must establish that it has staff, to include a biologist, experienced and qualified in valley elderberry transplant work activities. The Contractor must also provide the appropriate documentation to establish that the Mitigation Bank has been fully certified by the Service for elderberry mitigation. The contractor shall also demonstrate that the requisite number of mitigation credits is available to fully mitigate for the Governments elderberry mitigation requirement. The Contractor must demonstrate past experience successfully transplanting elderberries in the Sacramento County area. This is a commercial item acquisition.
