DUCK CREEK MASTICATION
The Bureau of Land Management (BLM), Nevada State Office has a requirement for the mechanical mastication of approximately 667 acres of single leaf pinyon pine (Pinus monophylla) and Utah juniper (Juniperus osteosperma). There may be up to an additional 182 acres indicated as option items that would be awarded subject to available funding. The service requested is the mastication or grinding of whole tree biomass. The purpose of the project is to improve the overall health of targeted vegetation communities, reduce fuel loading, reduce threat from wildland fire to structures and infrastructure and improve wildlife habitat and other watershed values. The Solicitation will include contract documents with details of the project when it is released.
The project is located in White Pine County, Nevada. Service Contract Act (SCA) Wage Rate Requirements are applicable to this project and the appropriate SCA Wage Decision(s) will be included in the solicitation.
The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about August 17, 2021. The BLM anticipates issuing a single firm fixed price award from this solicitation.
The competitive solicitation, 140L3921R0016, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310, Support Activities for Forestry, Fuels Management Services and the size standard is $20.5M (per the SBA¿s Table of Small Business Size Standards).
A Request for Proposal (RFP) solicitation package will be available electronically on or about Tuesday August 17, 2021 at the SAM website located at www.sam.gov. Proposals will be due no later than Monday September 6, 2021. Potential offerors are responsible for monitoring www.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov.
Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).
