Mass Planting of Native Species in the LCR: This is a Sources Sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine The Bureau of Reclamationÿs overall procurement strategy.
The Bureau of Reclamationÿs Lower Colorado Region is seeking sources with expertise in the collection, propagation and use of automated planting equipment on the following native species:

Project resources (plant material; seeds and cuttings) must be collected from locations approved by Reclamation. Plant material may be collected from but not limited to existing MSCP nurseries located at Palo Verde Ecological Reserve, near Blythe, California and/or Cibola Valley Conservation Area, near Cibola, Arizona

Contractor must own or have access to a planter or similar machine capable of planting transplants or plantings at 1 foot in-line spacing and at a width of a minimum of 38 inch rows; Greenhouse facilities must have computer controlled environment (heat, light, moisture), rolling benches, shade systems and HID lighting for propagation of plantings; Capability to collect and transport plant material to greenhouse from collection site; Access to shipping containers that protect the plantings from the environment (wind, rain, etc) to the planting site. Firms believing they can successfully fulfill these requirements must provide supporting evidence to that effect in sufficient detail to demonstrate their abilities. The evidence must include experience on 2-3 projects that were successfully completed where work was similar in scope and complexity in the Lower Colorado Region.
Performance is not anticipated to begin until June 2016 and could run for a 5 year period thru 2021. The North American Industry Classification System (NAICS) Code for this acquisition is 111421 ÿ Nursery & Tree Production Size Standard for Small Business is $750,000.
