The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a purchase order to the North Carolina Forest Service (NCFS) in accordance with the SIKES ACT, 16 U.S.C. Chapter 5C, "Conservation Programs on Government Lands". Under the SIKES ACT, 16 U.S.C. Chapter 5C. 16 U.S.C., Chapter 5C, Subchapter I, Sec. 670a. Subsect (d), Paragraph 1 and 2, "(1) neither OMB Circular A-76 nor any successor circular thereto applies to the procurement of services that are necessary for that implementation and enforcement; and", (2) priority shall be given to the entering into of contracts for the procurement of such implementation and enforcement services with Federal and State agencies having responsibility for the conservation or management of fish or wildlife."
The Statement of Objective is as follows:
a. DESCRIPTION OF ACTION: Seymour Johnson AFB, NC intends to procure the services to prepare 80 acres of land for planting loblolly pine seedlings at the Dare County Bombing Range, Stumpy Point, N.C. The area to be site prepared is comprised of three parcels located at the intersection of Beechland Road and John Earl Road. The contractor shall conduct the site preparation activity in accordance with the "North Carolina Forestry Best Management Practices Manual to Protect Water Quality. Temporary bridges may be installed to cross canals to access work sites. The contractor shall use a crawler tractor equipped with a V-Shear blade to clear the bedding areas of vegetation/logging slash and savanna-type bedding plow with individual jump arms to form straight planting rows. CLIN 0001: QTY (EA) 80 ACRES.
b. DESCRIPTION OF SERVICES: This purchase will be made under FAR Part 13, Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-5, where a statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 25 Sep 07 at 4:30 P.M.
