The RSAF operates and supports four variants of the F-15 including C/D/S/SA models. In order to test aircraft engines under operating conditions, these Hush House/Open Air Test Cells are required to reduce the noise level of turbine engines to a level that would not interfere with everyday operations of the base or surrounding areas. The Hush House/Open Air Test Cell is a test structure in which aircraft and/or engines are operated at maximum power; therefore, these Hush House/Open Air Test Cell are exposed to severe operating conditions within/out the test bay. Conditions such as cell depression, heat, and vibration all affect the components within the HHs. Additionally, HHs operate in severe climates (ranging from arctic to desert), and are also affected by both frequent and infrequent use (varying at each location). This combination of factors, along with the quantity of Hush House/Open Air Test Cell in use by the RSAF translates to Hush House/Open Air Test Cell that are in constant need of repair. All the services provided will occur in the Kingdom of Saudi Arabia (KSA) and directly affect the RSAF mission. RSAF HH consists of equipment populated from around the globe. This equipment is located at five different locations (Dhahran, Taif, Tabuk, Riyadh, and Khamis) within the KSA.
These services include a combination of repair, refurbishment, modification, upgrades, mechanical, electrical, and all other types of repairs that are required for RSAF Hush House/Open Air Test Cell in Kingdom to restore and maintain complete operational capability as described below.

The contractor shall also provide fully refurbished components of the Hush House/Open Air Test Cell. This effort shall require disassembly, cleaning, inspection, repair or replacement of parts or components, reassembly, and test of an item or accessary in accordance with applicable T.O.s, directives, and/or authorized manufacturer’s publications to provide an operationally safe, serviceable, and reliable item.
