The U.S. Secret Service intends to negotiate on a sole-source basis with EZ Pass, PO Box 52002, Newark, NJ 07101-8202 to provide access to roadways and bridges that accept E-ZPass. This includes, the New Jersey Turnpike, Garden State Parkway, Atlantic City Expressway and Delaware River Port Authority for up to five (5) years; the base of one (1) year with four (4) option years to be exercised if the Government chooses to do so through the service of up to 88 EZ passes for government owned vehicles utilized in the performance of investigative and protective duties. Travel is integral in supporting the Secret Service. The primary North American Industry Classification System (NAICS) code is 488490. The SB size standard for this code is $7 million. The Government intends to solicit and negotiate with one source under the authority of FAR 6.302 - Circumstances permitting other than full and open competition. This notice is neither a request for proposal nor a solicitation of offers. The determination of the Government not to open this requirement to full and open competition was made in accordance with FAR Part 6.302-1 and is solely at the discretion of the Government. Entities may identify their interest and ability to meet this requirement via a written capability statement only. All capability statements must be emailed no later than 7 calendar days after publication of this synopsis - no later than October 31, 2014, 8:00 AM EST.
