DLA Land & Maritime presolicitation notice for NSN 6650-01-444-1229, Eyeguard, Optical instrument.  This is being procured in accordance with a source controlled drawing.  The current approved source is Rubbercraft Corp., CAGE 77969, PN: CMI525-ITT-001.  The requirement will result in an award for a total of 16,033 each and will include a 100% quantity option for a total quantity of 32,066 each.  Inspection and acceptance is at destination and FOB is at origin in accordance with First Destination Transportation, New Cumberland, PA.  The solicitation will be available on DIBBS at https://www.dibbs.bsm.dla.mil  on or about March 14, 2018 with an anticipated award date of May, 2018. 

The proposed contract is being solicited on an unrestricted basis using other than full and open competition and is not set-aside for small business.  One or more of the items under this acquisition may be subject to an Agreement on Government Procureement approved and implemented in the United States by the Trade Agreement Act of 1979.  All offers shall be in the English language and in U.S. dollars.  All interested suppliers may submit an offer.  While price may be a significant factor in the evaluation of offers, proposals will be evaluated according to "Best Value" procedures on the basis of Price, Past Performance, and Delivery.   

The NAICS code is 333314 and the business size standard is 500.  This procurement will be in accordance with FAR Part 15, Contracting by Negotiation. 

Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.  However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. 

Sources interested in becoming an approved source for this NSN must submit the appropriate information as outlined in L22 Restriction of Alternate Offers for Source Controlled Items.  The Engineering Support Activity (ESA) has the final approval authority.  

The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation.  During the course of the on-line auction, offerors prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction.  This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's pricing (e.g. "offeror A").  By submitting an offer in response to this solicitation, offerors agree to participate in the Reverse Auction and are advised that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction.  An offeror's final auction price will be considered its final proposal revision.  No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final revisions are again requested.
