The United States Department of Commerce, National Oceanic and Atmospheric Administration, National Environmental Satellite, Data, and Information Service (NESDIS) Satellite Operations Control Center intends to award on a sole source basis, under authority of Federal Acquisition (FAR) 6.302 Other Than Full and Open Competition to Visual Numerics, Inc for the continuation of software license products. The Operations Control Center has several SUN computers which are used to analyze instrument navigation data from the Geostationary spacecraft. There are software products used that have been licensed from Rogue Wave Software (dba/Visual Numerics, Inc). In order to obtain updates to these software products and receive technical support from Visual Numerics, NESDIS is required to purchase a yearly software subscription.

Rogue Wave Software (dba/Visual Numerics Inc; VNI) provides Software Technical Support services for PVWAVE analytical products which are integrated into application programs which are used to calculate and analyze the GOES Satellite Imager Instrument Navigation characteristics.

The cost of modification to existing applications would be prohibitive if other than PVWAVE products were to be used to replace the current products. In order to obtain updates to PVWAVE products, obtain security patches, and to manage licenses, OSO is required to maintain a software and license maintenance subscription with Visual Numerics, Inc.

The Period of Performance for this request is 31 August 2010 through 30 August 2011.

The attached table contains the PVWAVE Product license numbers, descriptions, and specifications for the software.

Vendors who have believe they have the ability to provide the specified software and technical support are required to submit in writing an affirmative response demonstrating that they can meet the Government requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Failure to submit sufficient documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government. Affirmative written responses must be received no later than 10 days after this publication.
