The Material Measurement Laboratory's, Chemical Sciences Division, Gas Sensing Metrology group has multiple ongoing projects that involve high resolution laser spectroscopy of atmospheric gases, such as water, carbon dioxide, carbon monoxide, and methane. The group typically employs cavity ringdown spectroscopy and photoacoustic spectroscopy in order to produce high quality spectral data products. In order to advance the measurement goals of the group, a high resolution, continuously and widely tunable laser source in the 1.6 μm wavelength region is required.

Market research revealed that Toptica Photonics is the only source that can provide the commercially available ECDL that meets NIST's minimum requirements with wavelength coverage from 1600nm to 1680nm. It is critical that the laser meets the wavelength specifications to meet the Gas Sensing Metrology group goals of sensing coverage for species including methane and water in this wavelength region.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by August 13, 2019 will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
