The Space and Naval Warfare Systems Command (SPAWAR) intends to award a sole source modification to contract N00039-14-C-0101 to Microsoft Corporation, One
Microsoft Way, Redmond, WA 98052. The current contract includes Microsoft
Enterprise Custom Support Services, Microsoft Premier Support Services, and
Software end of Maintenance (EOM) Enterprise Architecture Roadmap Services and
expires 08 June 2015. The contract provided coverage for one year of these
services. The proposed modification will provide coverage for up to an
additional two years of support. These services will maintain the
enterprise-wide Microsoft capabilities to ensure Department of Navy (DON)
Warfighters have connectivity to their respective networks and data necessary
to support and accomplish their mission.
On 08 April 2014, Microsoft discontinued ongoing support for Microsoft XP,
Microsoft Office 2003, and Microsoft Exchange 2003. Across the United States
Navy, approximately 100,000 workstations currently use these applications.
Support for this software can no longer be obtained under existing agreements
with Microsoft because the software has reached the end of maintenance period.
The proposed additional effort will allow the USN time to migrate from its
existing reliance on the expiring product versions to newer product versions
approved for use in Ashore and Afloat networks, and will provide hotfixes to
minimize risks while ensuring support and sustainability of deployed
capabilities.
Given the above information, the contract modification will be awarded pursuant
to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources
and no other type of supplies or services will satisfy agency requirements.
The proposed contract action includes services for which the Government intends
to negotiate with only one source under authority of FAR 6.302. Interested
parties may identify their interest and capability and respond to the
requirement. This notice of intent is not a request for competitive
proposals. However, all expressions of interest received within fifteen (15)
days after the date of publication of this synopsis will be considered by the
Government. Any submissions will not be reimbursed by the Government the
entire cost of any submission will be at the sole expense of the source
submitting the information. A determination by the Government not to compete
this proposed contract action based upon responses to this notice is solely
within the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
