The Government anticipates the extension of the Integrated Air and Missile Defense (IAMD) Plug and Fight (P&F) A-Kit effort through 31 May 16. The extension will include major development activities such as: hardware/software based end item integrated into the Phased Array Tracking Radar to Intercept on Target (PATRIOT) weapon system's Engagement Control System (ECS) Major End Item (MEI), forming a new ECS MEI variant named the Radar Interface Unit (RIU), which interfaces with the IAMD System of Systems. The requirements of this acquisition are to train soldiers on the Modern Man Station, A-Kit Root Cause and Corrective Action, integration, and test support to bridge the IAMD P&F A-Kit effort to the Limited User Training phase.
The Government anticipates this effort to be awarded on a sole source basis to Raytheon Integrated Defense Systems, 401 Jan Davis Drive, Huntsville, AL 35806, CAGE 0HG55. The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A) and 6.302-1(a)(2)(iii)(B); however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
Raytheon is the Original Equipment Manufacture and sole developer for the weapon and sensor component/platform end item system for the PATRIOT system, the RIU/P&F A-Kit developer/integrator, and is the owner/operator of the Integrated Air Defense Capability hardware in the loop test bed at Andover, Massachusetts.
