THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD:

The United States Department of Agriculture (USDA) Animal Health Inspection Service (APHIS) Plant Protection Quarantine (PPQ) located in Miami, FL intends to issue a noncompetitive contract to Rad Source Technologies, Inc. of Suwanee, GA for extended warranty coverage for RS 1300 X-ray Irradiator.

This purchase will be under the statutory authority permitting Other than Full and Open Competition 41 U.S.C. 253( c )(1) FAR 6.302-1 which states; The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs.

The Extended Warranty will provide replacement or repair to any defective parts of the Rad Source RS 1300 Biological Irradiator located at the CPHST Miami lab,
including a proprietary x-ray tube. The extended warranty shall cover the cost of onsite repair service, including emergency repair, parts, labor, travel and telephone support for troubleshooting, for a 1 year period.

Rad Source is the only manufacturer of the proprietary 4 pi X-ray tube for the Rad Source RS 1300 Irradiator. This product makes use of patented technology to deliver a uniform and consistent dose satisfying the exacting needs of researchers. Rad Source's production facility is located in Suwanee, Georgia where engineering, integration, and final testing are performed. Rad Source also manufactures its 4 pi X-ray tubes in the facility. Rad Source's experience with supporting private, medical, academic and public institutions provides a broad base of service and support experience. For this reason most service is performed directly from the factory, with travel available as needed. Due to the highly specialized nature of the equipment, Rad Source technicians are the only technicians who are qualified to repair the equipment.

The USDA intends to issue a commercial firm-fixed price contract for this requirement.

This notice of intent is NOT a request for proposals or competitive quotations. Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination not to compete this proposed action is solely within the discretion of the Government.
However, if a firm believes it can meet the requirements it must furnish information about its products, pricing and specifications, as well as three (3) references for other customers who are using these products to the Contracting Specialist by 10:00 am Mountain Time (MT) on or before the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. All information submitted should support the capability to provide the items required, and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award.
