The following Thermo Eberline thermo-luminescent dosimeters (TLDs) are necessary to for Radiation Dosimetry Laboratory to monitor extremities of workers exposed to external penetrating radiation.
The USAFSAM/OE Radiation Dosimetry Laboratory (RDL) requires the purchase of 2,000 EXT-RAD thermoluminescent dosimeters (TLDs), model XD-100, TLD 100. These TLDs are used by the RDL to monitor the extremities of workers exposed to external penetrating radiation. Part Number 26974.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (1).

This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334519 Industry: Other Measuring and Controlling Device Manufacturing. The Small Business size standard for NAICS code 334519 is 500 Employees

The proposed source is Thermo Eberline LLC 27 Forge Pkwy Franklin, MA, 02038-3135, UNITED STATES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Monday, 29 Aug 2016, 10:00 A.M. EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

In order to comply with FAR 5.207(c) (15), the reason for lack of competition is as follows: The Government requires these thermo-luminescent dosimeters because they are the only available resources that is compatible with current TLD readers in place. They are the exclusive manufacturer and seller of these items.

The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
