The Government is considering alternative space, if economically advantageous. Any information it receives in response to this advertisement will be used by the Government as a basis for the development of a cost-benefit analysis. Such cost-benefit analysis will be used to determine whether to compete this lease requirement or to pursue a sole-source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime.
The alternative space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards. A fully serviced lease is required. The alternative space shall not be in the 100-year flood plain.

Expressions of Interest must be submitted to the above address by 4:30pm on August 10, 2015, and must include the following information:
a) building name and address, and location of the available space within the building,
b) Rentable square feet available and expected rental rate per rentable square foot, full serviced,
c) ANSI/BOMA office area (ABOA) square feet to be offered, and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quote rental rate includes an amount for tenant improvements, and state the amount, if any, including the amortization rate,
d) Date of space availability,
e) Building ownership information,
f) Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking (if any),
g) Energy efficiency and renewable energy features existing within the building, and
h) List of building services provided.
Submissions by other than the owner of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the offeror is representing more than one property, the offeror is hereby notified that they may only participate in negotiations on behalf of one owner.
The Government's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
