 This Notice applies to the US Army Expedited Professional and Engineering Support Services (EXPRESS) Blanket Purchase Agreement (BPA) program administered by the Aviation and Missile Command (AMCOM), and for which the contracting activity is the Army Contracting Command, Redstone Arsenal (ACC-RSA), Alabama. This program is comprised of BPAs in four Domains utilizing five NAICS codes: Business & Analytical 541611 (Administrative Management and General Management Consulting Services), Logistics 541614 (Process, Physical Distribution, and Logistics Consulting Services), Programmatic 541611 (Administrative Management and General Management Consulting Services), Technical (Research & Development 541715 -- Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)), and Technical (Non-R&D 541330 -- Engineering Services).

The intent of this Notice is to provide a clarification to both verbiage and prior usage that gives the impression of a limitation on the program that does not exist. In principle, all Department of Army Agencies, commands, and installations are permitted to use the EXPRESS Program for any advisory or non-advisory and assistance professional services procurements that fit within the Scopes of Work formulated for each of the four Domains. By historic practice, only AMCOM and its immediate customers have placed task orders (calls) against the existing program of BPAs. The updated strategy for EXPRESS Evergreen was approved by the Senior Services Manager, Deputy Assistant Secretary of the Army (Procurement) (DASA(P)) in February 2017. It anticipated global usage due to the expectation that Army missions would be realigned across the Army, for example, with the stand-up of Army Futures Command. DASA(P) approval provided that this strategic sourcing tool could be used by Army customers across the globe to obtain services in a timely and cost effective manner. This Notice of Intent explicitly clarifies that the BPAs under the EXPRESS program are appropriate for Army-wide usage without limitation.

All currently existing BPAs will be modified no later than 31 January 2019 to implement this clarification. The EXPRESS program performs an annual review to determine if it is necessary to issue a solicitation for the purpose of adding additional BPA holders to existing Domains, or if new Domains are needed. The EXPRESS program office will continue to insure appropriate evaluations are made to support the Army's mission and the new Army structure.
