The Mine Safety and Health Administration (MSHA) intends to solicit proposals for expert query services. The contractor will be required to conduct very detailed and meticulous computer data queries that utilize current software applications such as BI-Query, Access, Excel, MSIS, IPAL, ORACLE WAREHOUSE to prepare the audit team to conduct audits. The purposes of the audits are to target potential risk operations and assure the Agency that the Metal Non-Metal and Coal Accountability Programs provide reasonable assurance that Agency Policies, Procedures, and guidance are being complied and discrepancies are being properly addressed and followed up with effective corrective actions. This detailed work will provide the program information to identify problem areas, trends and accomplishments, that result in the program area developing new program objectives, operations and resource evaluation of both Coal and Metal Nonmetal Program areas. The contractor will prepare detailed reports of review. The Director of Accountability and OA staff will be briefed on the findings from surveys. The contractor will also provide a wide range of statistical services to the Office of Accountability. The work is to be performed mainly at the Contractor's site. The contractor will work with and consult with NIOSH, UMWA, and other labor organizations to accomplish the mission of protecting the miners by providing useful data arranged in a meaningful way on excel spreadsheets, graphs, charts, and computer reports that assist the accountability office to identify the high risk mining operations in both coal and metal non metal properties.

The individual providing the service is required to have the following experience: The individual must have extensive knowledge of MSHA's Enforcement processes, practices, and procedures, as well as MSHA's Data, Data Warehouse, and Hummingbird BI Query Tool. Detailed and meticulous computer data queries that utilize current software applications such as BI-Query, Access, Excel, MSIS, IPAL, ORACLE WAREHOUSE to prepare the audit team to conduct audits. The individual should also possess knowledge of field office input policies on IPAL, People-Time, Health Data, and other field office functions.

This solicitation will be total set-aside for small business. NAICS Code 541990. The solicitation number for this RFP is has yet to be assigned. The solicitation is anticipated to be issued o/a December 23, 2008, with an anticipated proposal due date of January 30, 2009.
