Fort Belvoir Community Hospital has a requirement to procure a specialized excimer laser to support the objectives of the hospital's Ophthalmology Department.  The Government intends to procure the laser on a sole source basis from Abbott Medical Optics Inc. because preliminary market research indicates that only this company's device, the STAR S4 IRExcimer Laser meets the requirement that the laser minimize the thermal effects on the cornea.  Further, the 'IRIS registration' capability maps the irregularities of a patient's eye and, by aligning on the iris, customizes and increases the accuracy of the the laser treatment.  The end result is better visual acuity for the patient.

This notice is not a request for competitive quotations and a solicitation for this requirement will not be issued.  Prospective offerors are advised that, because there are no other known sources, the agency has authorized the procurement of this equipment under other than full and open competition under FAR 6.3.  However, interested sources may submit a capability statement for the agency's consideration in determining whether a competitive procurement should be conducted in the future for this item.  A copy of the Justification and Approval will be posted no later than 14 days after contract award.
