SYNOPSIS: Sole Source Blanket Purchase Agreement for excavation and transportation of Gopher Tortoises

Blount Island Command Contract Support Management Office hereby submits a notice of intent to establish a sole source Blanket Purchase Agreement with Atkins North America, Inc. Jacksonville, FL for the excavation and transportation of Gopher Tortoises services under other than full and open competition.

The period of performance is for 5 years and will be less than the simplified acquisition threshold.

The proposed action may be awarded on a sole source basis under the authority of FAR 13.303-2(c) (2) and an approved Justification and Approval is on file.
Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not hinder the critical and urgent mission objective of Blount Island Command, inclusive of being able to excavate up to 100 Gopher Tortoises (GT) burrows on Blount Island Command.

The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
