The Centers for Disease Control and Prevention (CDC) intends to award a fixed-price contract on a sole source basis to College of Veterinary Medicine and Bioscience at Colorado State University (CSU), Fort Collins, CO for caprine animal research model for use in testing aerosol infection and percutaneous infections in goats to model human disease. CSU is the only known institution that conducts BSL3 research studies using goats and Burkholderia pseudomal/ei. Working with Burkholderia pseudomallei (classified by the U.S Department of Health and Human Services (HHS) and the U.S. Department of Agriculture (USDA) as a Tier 1 Select Agent) requires select agent certification and BSL-3 laboratory space. CSU is the only known institution with all requisite certifications to work with the proposed model and pathogen. CSU is the only known institution and laboratory with proper approved Standard Operating Procedures (SOPs) and biosafety protocols approved and in place to conduct the work in the Government's requirement. Drafting and acquiring approval of biosafety protocols and gaining proper Select Agent clearances by another laboratory to conduct this work would add more than a year to the timeline of the project and would unnecessarily delay the Government's preparedness work for Burkholderia pseudomal/ei. The North American Industry Classification System Code (NAICS) for this requirement is 54171 with a size standard of 1,000 employees. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part FAR 13.106-1 (b) and 10 U.S.C. 2304 (c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This Notice of Intent is not a request for competitive quotations; however, all quotations/responses received within sixteen (16) calendar days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
