Synopsis:
The United States Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS) is preparing to issue a Request for Quote (RFQ) for Emergency Watershed Protection (“EWP”) in the City of Laurel, Jones County, Mississippi.
The work will consist of installing bank stabilization measures on designated slopes Jones County, MS. The major items of work consist of clearing and grubbing, pollution control, protective cover, erosion control blanket, mobilization and demobilization, excavation, earthfill, drainfill, diversions, reinforced concrete, channel excavation.
The solicitation will be a Total Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award.
A firm fixed price construction contract is anticipated under Simplified Acquisition procedures in FAR Part 13.
A site showing will be held on Wednesday, May 27, 2020 at 10:00 am Central Time. Due to the COVID-19 pandemic, the site visit will be done by teleconference with a video of the site posted to FBO.

Questions shall be submitted on the attached Request for Information (RFI) form by June 1, 2020 and answers will be provided in an amendment.
Performance (SF-25) Bond or an Irrevocable Letter of Credit (ILC), in the amount of 100% will be required within 10 calendar days of award of the contract.
The anticipated period of performance for this project is 59 calendar days from the date the contractor receives the Notice to Proceed (NTP).
In accordance with FAR 36.204, the estimated magnitude of the projects is between $25,000 and $100,000. The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this NAICS is $39.5M.
