Synopsis:

The United States Department of Agriculture (USDA) Farm Production and Conservation – Acquisition and Procurement Division issues this Invitation for Bid (IFB) in accordance with FAR Part 14 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the EWP Project Forrest County Board of Supervisors located in Forrest County, Mississippi.

The work consists of installing bank stabilization measures on designated slopes with concrete lined ditches.   The major items of work include clearing and grubbing, pollution control, protective cover, removal of water, excavation, earthfill, diversions, loose rock riprap, concrete grout for rock riprap, and channel excavation.

The solicitation is a Total Small Business set-aside.  Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award.

A firm fixed price construction contract is anticipated under Sealed Bidding procedures in FAR Part 14.

A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid.   Sureties should use SF-24 Bid Bond form.

Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 10 calendar days of award of the contract.

The anticipated period of performance for this project is 176 calendar days from the date the contractor receives the Notice to Proceed (NTP).

In accordance with FAR 36.204, the estimated magnitude of the projects is between $1,000,000 and $5,000,000.  The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction.  The Small Business Size Standard for this NAICS is $39.5M.
