The U.S. Army Corps of Engineers (USACE), Portland District (CENWP) and Bonneville Power Administration (BPA) (the Agencies) are jointly responsible for compliance with Section 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 Systemwide Programmatic Agreement (SWPA) for management of Historic Properties affected by operation and maintenance of the Federal Columbia River Power System (FCRPS). The FCRPS Cultural Resource Program works closely with interested and affected Tribes, State Historic Preservation Offices (SHPOs), and other Agencies for cultural resource management in compliance with Section 106 of the NHPA.
The objective of this contract is to conduct an ethnographic study and compile information on Nez Perce habitation of Celilo Falls Village prior to inundation. The study will focus on the Nez Perce occupants, their habitations, living conditions, and livelihoods at the Celilo Falls village site prior to inundation. This study involves archival research and the conducting of oral histories.
This acquisition is for the contribution of traditional knowledge and input from the Nez Perce Tribe. A prospective contractor must be authorized to represent and speak on behalf of the Nez Perce Tribe. The Nez Perce Tribe is the only known contractor able to represent the Nez Perce Tribe.
