The NIH Ethics Office has a requirement for an expert ethics consultant to assist the Ethics Office management in various ethics related functions. Ethics functions include ethics education, communication, documentation, verification, interpretation of standard of conduct statutes, regulations and policies, analysis, and application. The vendor will be responsible for assisting in the review of ethics issues and actions involving employees of the NIH Office of the Director, the NIH Ethics Community (Deputy Ethics Counselors, Ethics Coordinators, and employees at NIH, as needed.) The vendor will provide training and educational materials for all IC ethics staffs for use by their employees, including resources used in the NIH Ethics Program website. Services shall be performed on the NIH main campus located in Bethesda, MD, within the NIH Ethics Office. THIS PROCUREMENT IS 100% SET-ASIDE. FOR SMALL BUSINESS. The North American Industry Classification Code (NAICS) is 541611; the average annual receipt is $151,200.00. The Government anticipates award of a fixed-price type contract. The resultant contract shall be for a period of one year, commencing on or about September 1, 2008 and then include four successive 12-month option periods. Solicitation number 263-2008-P{FH}-0237 will be posted to the Federal Business Opportunities website, http://www.fedbizopps.gov, on or about April 29, 2007. The closing date for receipt of proposals is May 28, 2008. All future information regarding this acquisition, including amendments, will be distributed solely through this website.
