The NIH Ethics Office has a requirement for an expert ethics consultant to assist the Ethics Office management in various ethics related functions. Ethics functions include ethics education, communication, documentation, verification, interpretation of standard of conduct statutes, regulations and policies, analysis, and application. The vendor will be responsible for assisting in the review of ethics issues and actions involving employees of the NIH Office of the Director, the NIH Ethics Community (Deputy Ethics Counselors, Ethics Coordinators, and employees at NIH, as needed.) The vendor will provide training and educational materials for all IC ethics staffs for use by their employees, including resources used in the NIH Ethics Program website. Services shall be performed on the NIH main campus located in Bethesda, MD, within the NIH Ethics Office. THIS PROCUREMENT IS 100% SET-ASIDE. FOR SMALL BUSINESS.
