This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southwest Region, Long Beach, CA on a sole source basis with Dr. Peter Raimondi. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide an estimation of the population size of black abalone by delineating areas that contain appropriate habitat parameters using aerial survey and GIS technology. Proposed contractor will use the methodology developed in year 1 to estimate population size of black abalone. For GIS methodology vendor will determine if our abalone habitat categories correspond to GIS categories, predict abalone abundances, estimate error structure, etc. For aerial mapping the vendor will use modern high resolution aerial photography to characterize coastal areas and fly a test section of the central coast to estimate abalone population. Dr. Peter Raimondi was identified by program office as the only source that can complete the work on this project. Dr. Peter Raimondi has been monitoring black abalone populations along the central coast for the last 15 years and has developed a model to link habitat to black abalone population size. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to July 31, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government.
