The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Manufacturing Extension Partnership (MEP), intends to negotiate with Environmental Systems Research Institute, Inc. (ESRI); Redlands, CA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to maintain the licenses described below.

Background:
NIST MEP has previously purchased five desktop licenses for Geographical Information Software from ESRI. NIST intends to procure a maintenance agreement in order to receive up-to-date data about the U.S. manufacturing industry at a micro and aggregate level.

Purchasing new licenses instead of maintenance for the existing ESRI licenses would result in a higher cost to the Government due to the cost of new licenses as well as re-training of staff to use a new tool. The ESRI software has already been embedded into the MEP system. Please see attached Justification for Other than Full and Open Competition for more information.

The NAICS Code is 511210. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to ESRI for this requirement.

Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before March 3, 2014 at 10am EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
