NOTICE OF INTENT TO SOLE SOURCE:

 The Cherry Point Satellite Contracting Office, Marine Corps Air Station (MCAS), Cherry Point, NC 28533 hereby gives notice of their intent to award a purchase order to Engineering Software Research and Development (ESRD), 111 Westport Plz Ste 825, Saint Louis, MO 63146-3024 (Cage Code: 006Q7) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

 The Fleet Readiness Center (FRC) East, MCAS Cherry Point, NC has a requirement for ESRD software licenses, upgrades and technical support for a base period of one-year with provisions for four (4) one-year option periods. Market research has determined that this contractor is the only source capable of providing the required services. ESRD developed the equipment and related software, and maintains all proprietary data rights. Therefore, the government intends to procure these services on a sole source basis from ESRD. 

 THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be considered.   Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
