The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Dr. Ann Motten, Durham, NC 27712, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for renewal of ongoing services provided by Ann Motten with project for identification of free radical metabolites and photoproducts derived from environmental agents. Project involves the detection, acquisition and interpretation of Electron Spin Resonance (ESR) spectra from free radicals. The request is for an initial year with 4 option year periods. The Statement of Work for this project involves the following: 1) Providing assistance and direction on the ESR computer analysis program currently being developed in the laboratory. Giving workshops in the use of analysis program and provide assistance to individuals in using its features; 2) Developing and refining methods for the analysis of ESR spectra; 3) Providing advice and assistance on acquisition and interpretation of ESR spectra; 4) Analyzing selected ESR spectra to check solutions of postdoctoral students; 5) Editing scientific writing, including papers for publication, posters, and scripts for presentations, and including comments on scientific issues of experimental details and interpretation and serve as internal reviewer; 6) and Working with individual post-docs, especially non-native English speakers, to improve their scientific writing. The justification for Dr. Motten to continue to provide this service and support is based on her unique combination of expertise in the theory and application of ESR including spectral analysis and interpretation. Dr. Motten has written and modified existing programs to simulate spectra. Introducing another analyst could compromise the existing research data. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 7 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 7 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Ann Motten. The NAICS Code/Size is 541690/$6.5M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
