THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.
• The National Institutes of Health, Clinical Center (NIH CC), Department of Clinical Research Informatics (DCRI) , intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1(a) (2) (ii) and HHSAR 306.302-1 (a) (2) (ii), a contract to purchase services to:
• Identify protocols and point of contact for each protocol.
• Review data and data format with BTRIS staff.
• Agree upon format to provide to BTRIS staff for migration into BTRIS.
• Assist as part of the migration process.
• Assist in the validation process.
• Consult on an as needed basis.

However, if there are sources able to perform the requirement, they must respond by submitting a capability statement within 3 days of publication of this synopsis. This notice of intent is not a request for competitive proposals. However, all proposals received within 3 days of publication of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The Clinical Center (CC), plans to procure, on a sole source basis to Esprit Health, 3800 North Lake Shore Drive, Chicago, IL 60613. Espirit Health shall work with NIH Clinical technical staff to migrate the existing Clinical Center and Institute data from the eSphere System to BTRIS.
This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 541611 and the business size standard 15 million.
Only one award will be made as a result of this solicitation. This will be a firm fixed price type contract.
