                                          Standard Note 22: Esignature technology services

This proposed contract action is for Esignature services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a sole source requirement that is proprietary to OneSpan. Inc. No other supplies or services have been identified that will satisfy the government's needs The agency's minimum requirements are for the following signature capabilities:  Securely send and sign documents ‘out of the box’ or fully integrate e‑signatures with the agency’s web and mobile applications or core systems. It must also come with the highest levels of security and compliance, while providing   the government the option to easily customize the solution for our own brand and unique business and IT requirements. It must have the ability to Code once. And be able to  deploy anywhere. It must provide the most flexible deployment options and global data centers to ensure compliance with the Government’s risk protocols and in-country data residency requirements. Esignature must  be available in  FedRamp Compliant Cloud system. Digital and electronic signatures (hereafter referred to as e-signatures) are critical tools for improving the quality, accuracy, and responsiveness of services provided to APHIS personnel and to it’s stakeholders dependent upon these services.  USDA APHIS requires an eSignature Enterprise that already interfaces with our USDA National Information Technology Center (NITC).  This is a requirement of the USDA-APHIS, ITD Branch at Fort Collins, Colorado. This notice of intent is not a request for competitive proposals. However all proposals received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether it will become necessary to conduct a competitive procurement.
