The Contractor must provide a quality subscription service to provide historic and time-series cost and labor, material, and services escalation information for the Office of Financial Analysis. The subscription service must include measures at the national, state, and metropolitan statistical area levels respectively. These escalation measures must be aggregately defined as one moves from general to more specific geographic definitions. The Contractor must also furnish and make available all personnel, supplies, equipment, materials, data, and services necessary to assist the Office of Financial Analysis in obtaining historical and time-series cost services and labor, material, and services escalation subscription services.
