The Library is currently guided by the FY2019-2023 Strategic Plan of the Library of Congress: Enriching the Library Experience, issued in October, 2018. The plan is anchored by the decision to embrace a user-centered direction forward by enriching the Library experience for Congress, creators, and connectors, and by more actively engaging learners of all ages with its unique and trusted resources. The plan includes four strategic goals: Expand Access, Enhance Services, Optimize Resources, and Measure Impact.
In service to the fourth strategic goal – Measure Impact – the Library has committed to a culture of continuous improvement. This led to the establishment of a risk management program, codified by LCR 1-630, Integrated Risk Management and Internal Control. While the Library has made tremendous progress in operationalizing a risk management program and risk register at the individual service unit-level, the Library requires contract support to design and develop a training program that introduces staff to an enterprise-perspective of risk, including the concepts of enterprise risk management (ERM), change management and governance for ERM, and risk appetite.
