The requirement is for TYAD to acquire thirty-four (34) LEQ-100200-C32303 Equalizer Modules, L-BAND. L3 acquired the assets of MITEQ, Inc. on January 21, 2015. The MITEQ business was combined with L3's Narda Microwave-East business,and the new organization is called L3 Narda-MITEQ.
MITEQ and is the sole designer, developer and manufacturer of the RRFIS equalizer module, and owns exclusive rights to the technical documentation. The Government does not have a Technical Data Package (TDP) suitable for competition for this requirement. L3 Narda-MITEQ is the only known supplier with proprietary rights with the requisite technical knowledge, capability, and unique insight into the manufacturing, engineering, design, integration, and system testing capabilities of the Equalizer Modules. No other company can manufacture the required part because the Government does not have any technical data for competition.IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements.
Only new items will be accepted. Refurbished, remanufactured, reconditioned, overhauled, grey market or used items are not acceptable. Test data shall be provided with item.
TYAD requires all Equalizer Module Assemblies to be delivered no later than 210 days after receipt of order. All equipment shall be delivered to the following address:

any Active Exclusion and not have Debt Subject to Offset. Offeror must be found to be responsible in accordance with FAR 9.1 - Responsibility of Prospective
Contractor. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based on this notice is solely within the discretion of the Government
Any responsible firms believing they can provide the required Equalizer Modules should within fifteen (15) days of this notice, contact in writing the Contract Specialist identified below and submit a capability statement describing their firm's capability to meet the Government's requirement which will be reviewed for consideration.
