The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), intends to award a sole source purchase order to the Association for Veterinary Epidemiology and Preventive Medicine (AVEPM), using commercial and simplified acquisition procedures for two (2) one-week epidemiology training sessions for USDA Veterinary Medical Officers and Animal Health Technologists. The AVEPM is the only association in North America that represents a diverse cross-section of instructors in epidemiology with members from universities, private industry and the government. The contractor's instructors are required to be a Dr. of Veterinary Medicine (DVM), with a PhD in Veterinary Epidemiology and a minimum of 10 years teaching experience in epidemiology.
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, if you meet all of the requirements as outlined above, please submit your credentials by March30, 2011, 2:00 p.m. (CDT). A determination to compete this purchase order, based on the responses received, will be made at the sole discretion of the Government.
