This is a synopsis/pre-solicitation notice for commercial services as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. 

NSWCCD Philadelphia seeks to competitively award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures (SAP).  This procurement is being set aside 100% for Small Business.  Interested persons may identify their interest and capability to respond to the requirement.

The Naval Surface Warfare Center, Carderock Division (NSWCCD) Philadelphia has established a requirement to:  a) perform EPA Test Method 1664A (on each of not more than nine bottled samples per calendar month through 30 March 2015); b) perform EPA Test Method 8015B (on each of not more than nine bottled samples 4 times per year through 30 March 2015); c) perform EPA Test Method 245.1 and EPA Test Method 200.8 (on each of not more than nine bottled samples 4 times per year through 30 March 2015 - 200.7 and 200.9 can serve as substitutes for 200.8); and, d) sample pick-ups for 12 Months - 1 Lot . 

An additional Statement of Work and CDRLs (Contract Data Requirements List) for the service items will be listed with the posting of the solicitation.

The NAICS Code for this procurement is 541380.
