The Naval Air Warfare Center Aircraft Division Lakehurst (NAWCAD) has been tasked to procure Electro Optical Subsystem Plus Enhancements (EOSS+) Console maintenance services for Consolidated Automated Support System (CASS). The contractor will be required to provide the necessary repair, labor, materials, and maintenance services for the EOSS+ console located in Kuwait. The anticipated period of performance will be one year with one option year. The Government intends to solicit and negotiate this requirement on a sole source basis with Lockheed Martin Global Training and Logistics under the authority of 10 USC 2304 (c)(1), as implemented by FAR 6.302-1. The Government does not own the necessary technical data, drawings, or software and source code to permit full and open competition. In addition this acquisition approach seeks to avoid a duplication of efforts and reduce the costs for a foreign military sales (FMS) procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
