This announcement constitutes the only combined synopsis/solicitation; quotes are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible Offeror who submits a quote that: Conforms to the requirements of the combined synopsis/solicitation.

The combined synopsis/solicitation number for this requirement is F1V3G18169AW03 EOD X-Ray and is hereby issued as a Request for Quote (RFQ) using FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.

The associated North American Industrial Classification System (NAICS) code is 334519 with a small business size standard of 500 EMP. This acquisition is set-aside 100% for Small Business Concerns and only qualified offerors may submit quotes.

Offerors must be registered in the System for Award Management (SAM) (www.sam.gov) at the time the solicitation closes to be eligible for award. Unregistered or offerors "pending" SAM registration will not be eligible for award.

Acceptable means of Submission:  All submissions must be submitted electronically to the following email address [email protected] by 24 September 2018 12:00 P.M. local time, MDT. If there are any amendments to the solicitation, they will posted at the Government Point of Entry, www.fbo.gov

Questions regarding the solicitation must be submitting in writing to [email protected] NLT 20 September 2018 4:30 P.M. local time, MDT.

Submittal of quotes in response to this combined synopsis/solicitation constitutes agreement by the Offeror to all terms & conditions contained herein, which will also be the terms & conditions of any resulting contract.  It is the Offerors responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions in full text may be accessed via the Internet website http://farsite.hill.af.mil.  The Government reserves the right to award without discussions or make no award depending upon the quality, price fairness, and price reasonableness of the quotes received.

Inspection and Acceptance:  Both inspection and acceptance will be by the Government at Destination.

Requirement:

The Air Force requires a ScanX Scout with battery, PSP Plate and protector measuring 14"x17," Dell Latitude Laptop 3590 corei5, hard case for scout, flex ray kit 2x2 frk 2x2 black, golden xrs 3 kit 2 batts, charger, case, cleaning wipes IAW requirements list.

SALIENT CHARACTERISTICS
-ScanX Scout or approved equal
-Plate Thickness < 1mm and flexible. This allows us to position the imaging plates in various locations in the
Payload Transporters and other precarious locations involving suspect packages
- Plates must be able to be mounted together to form a larger image
- Reusable phosphor plates are to be quoted. 8"x10", 10"x12" and 14" by any practical length
-PSP Plates 14" x 17" HR High Resolution (35 x 43 cm).
- Must be able to utilize XTK 2 image viewing software. This is due to other tools already owned by EOD that
utilize this imaging software for responses involving special weapon systems and the precision grid aim system
- Must be a portable unit for transport on the EOD response vehicle (Size standard) (Must be portable by one person,
pelican/hard case and be able to fit in the front seat of a standard pickup truck)
- Hard case is required for transporting on EOD vehicle ex. Pelican Case
- Must utilize Fujitsu Laptop Core I5 Loaded with Complimentary Scanview Imaging Software Compatible with
ScanX Scout or equal is to be included
- Must be compatible with Golden XR150, Golden XR200 and Golden XRS-3 X-Ray sources, but no x-ray source is
being required with the product
- Must have independent power source for complete operation. Internal battery model D5000-SB SVS or equivalent.

The quotes may be in any format but MUST include:

1.  Proposing company's name, address, DUNS number, Cage Code.

2.  Point of contact's name, phone, and email.

3.  Quote number & date.

4.  Timeframe that the quote is valid.

5.  Individual item price.

6.  Total price (Net 30), No Progress Payments.

7.  Delivery Schedule/Period of Performance.

Important Notice to Contractors:  Quotes MUST also contain a complete description of items offered to clearly show that the items meet or exceed the requirements outlined in the Requirements List (Attachment 1).  The Contracting Officer will review quote based on the factors listed in this combined synopsis/solicitation and the information furnished by the Offeror.  Before price is considered, the quote must meet the technical specifications of this combined synopsis/solicitation.
