Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603)
This is a combined synopsis/solicitation for commercial items prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written
solicitation will not be issued. This Request for Quotation (RFQ), solicitation number FA4608-
21-Q-S013 in accordance with FAR Parts 12 and 13.
This is a total set aside for Small Business and the associated North American Industry
Classification (NAICS) number is 611699 – All Other Miscellaneous Schools and Instruction.
The small business size standard is $16,500,000.

Description/Purpose: This purchase is for training the Explosive Ordnance Disposal flight
on Site Sensitive Exploitation team organization, responsibilities, and human battlefield
biometrics collection for the purpose of enhancing OCONUS post blast skills.

Important Dates and Times:
1. Questions regarding the solicitation are due no later than 12:00 p.m., Central Standard Time,
on Tuesday, July 20th, 2021.
2. Answers to those questions will be provided no later than 4:00 p.m., Central Standard Time,
on Thursday, July 22nd, 2021.
3. Quotes are due no later than 12:00 p.m., Central Standard Time, on Monday, July 26th,
2021.
“Notice to Offeror(s): The Government reserves the right to cancel this solicitation, either
before or after the closing date. In the event the Government cancels this solicitation, the
Government has no obligation to reimburse an offeror for any costs.”
Quotes shall be submitted in electronic format and emailed to
[email protected] no later than the solicitation due date and time. Email is
the required method; however, it is the contractor’s responsibility to follow up with the
listed POC to ensure their quote was received on time. Since award will be based on
initial responses, offerors are highly encouraged to quote their most advantageous pricing
in their initial response.
The following provisions are applicable to this solicitation. Please note, this is an RFQ
using simplified acquisition procedures in accordance with FAR 13. For the clauses and
provisions listed in this solicitation, the terms “offeror” and “bidder” are considered to
mean “vendor”; and the terms “offer” and “proposal” are considered to mean “quote.”
52.212-1- Instructions to Offerors –Commercial Items is incorporated by reference. The
following addenda applies to the provision:
(b) Submission of offers:
Include the following language for service requirements:
i. The Offeror’s quote shall provide a detailed technical plan that includes: the approach,
methodology and proposed solution to satisfy the requirements included in the Performance
Work Statement. Offeror’s proposed solutions is limited to no more than three (3) pages.
(c) Period for Acceptance of Offers. “The offeror agrees to hold the prices in its quote firm until
October 1, 2020.”
(g) Contract award is deleted in its entirety
(h) Multiple Awards is deleted in its entirety
Mandatory Registrations. To be eligible for award, registration with the System for Award
Management (SAM) must be current (legacy for On-line Registration and Certifications

The following FAR/DFARS provisions and clauses are applicable to this solicitation and
may be accessed from https://www.acquisition.gov/.
A. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to
Offerors Commercial Items.
B. IAW FAR 52.212-2 – Evaluation – Commercial Items. The Government will award a
contract resulting from this RFQ to the responsible offeror whose offer conforming to the PWS
will be most advantageous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers:
i. Price - fair, reasonable, and balanced
Technical Acceptability - meeting the requirements of the PWS to include as stated in the
PWS travel to Barksdale AFB, a certified chemist to provide lectures on HME, Chemical, and
Drug manufacturing processes, and conduct class dates from August 16th 2021 to August 20th 2021.
C. Offerors shall remit a completed copy of the REPRESENTATIONS AND
CERTIFICATIONS IAW FAR 52.212-3, following the instructions as provided in the clause.
D. By offer submission in response to this RFQ the offeror agrees to comply with all terms and
conditions IAW FAR 52.212-4 – Contract Terms and Conditions – Commercial Items.
E. Offerors shall comply with all items as indicated by “X” in FAR 52.212-5 – Contract Terms
and Conditions Required to Implement Statues or Executive Orders – Commercial Items.

(d) Comptroller General Examination of Record The Contractor shall comply with the
provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in
excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit
and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the
Comptroller General, shall have access to and right to examine any of the Contractor’s directly
pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records,
materials, and other evidence for examination, audit, or reproduction, until 3 years after final
payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor
Records Retention, of the other clauses of this contract. If this contract is completely or partially
terminated, the records relating to the work terminated shall be made available for 3 years after
any resulting final termination settlement. Records relating to appeals under the disputes clause
or to litigation or the settlement of claims arising under or relating to this contract shall be made
available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and
practices, and other data, regardless of type and regardless of form. This does not require the
Contractor to create or maintain any record that the Contractor does not maintain in the ordinary
course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this
clause, the Contractor is not required to flow down any FAR clause, other than those in this
paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the
extent of the flow down shall be as required by the clause—
