The Government is offering a second Question and Comment period starting March 16th 2017 until March 22nd 2017. The updated RFP may have impacted the responses from Question and Comment Period 1. UPDATE 1 March 2017

The GAO Pre-Award Protest has been dismissed as of February 23rd 2017. The Government is currently re-establishing the proposal due date and intends to release Amendment 0002 by March 31, 2017. The Amendment will include the remaining responses to the questionS submitted by Industry and resulting RFP changes.

UPDATE 27 January 2017

The purpose of this notice is to inform industry the Government has received a GAO pre-award protest. All interested parties are advised the Request for Proposal and Cognizant Government Representative Questionnaire due date of 14 February 2017 is hereby suspended. Notification will be provided once the due date has been re-established. The Government will continue to post responses to Phase 1 questions and comments during the suspended period. However, the posting may be after 31 January 2017 as previously stated in RFP Amendment 0001. Potential offerors shall not submit any additional questions or comments during the suspension period.

The Government has extended Phase 1 submittals until February 14th 2017 at 1300 EST. The U.S. Army Contracting Command - Orlando (ACC-ORL-OPD) on behalf of Program Executive Office for Simulation, Training and Instrumentation (PEO-STRI) requests a Full and Open Competition (F&OC) Request for Proposal (RFP) for the award of multiple five (5) year (Base year plus four one (1) year option years, Firm-Fixed-Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for Enterprise Training Services Contract (ETSC).

ETSC will include two Lots; one (1) restricted for a Small Business Set-Aside (SBSA) and one (1) Full and Open (F&OC). The restricted SBSA Lot will include tasks from Performance Work Statement (PWS) paragraph 3.1 encompassing non-contingency operations in austere and non-austere environments. This includes requirements to "provide and manage training and training assistance for military and civilian related subjects. "The F&OC Lot will include all other tasks within Section 3 of the PWS. This includes requirements to "provide and manage training and training assistance for military and civilian related subjects" (PWS 3.1) in a contingency operations, "provide planning, and support for Army, Joint, and Security Cooperation Exercises" (PWS 3.2) and "perform operations and maintenance sustainment functions for training aids, devices, and ranges (PWS 3.3)."

This contract will consist of a one (1) year base plus four (4), one year options years. Firm Fixed Price proposals will be submitted in response to this solicitation while all other contract types may be utilized for new work throughout performance of the ETSC Contract.

The Government has reflected a phased release within this RFP in Section L.1.1.1 with multiple submission deadlines for Offerors. Offerors shall submit Phase 1 proposals in response to this RFP by 1:00 P.M. EST 02 February 2017. Only Offerors who have submitted Phase 1 proposals on time, by calendar Day 30 will be considered and are eligible to proceed into Phase 2.

This is the Final RFP and the question and comment deadlines are depicted in calendar format with the phased RFP/proposal process annotated in Section L.3.3.1 and L.3.3.2. All questions and comments regarding this solicitation shall be submitted by electronic mail to the points of contact, with the solicitation number in the subject line, and utilizing the Solicitation Clarification/Comment Form - RFP Attachment 6.

The Government shall provide responses to non-proprietary questions and comments that it deems appropriate onto https://www.fbo.gov. If the Government determines that a question or concern warrants a change to the solicitation, the change will be published through the issuance of a solicitation amendment prior to the deadline for proposal submissions.
