THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. THIS OPPORTUNITY IS AVAILABLE ONLY TO IDIQ MASTER CONTRACT HOLDERS UNDER THE PROGRAM SUPPORT CENTER TASK ORDER CONTRACTS. The Department of Health and Human Services/Office of Assistant Secretary for Planning and Evaluation through the Program Support Center intends to issue a Request for Task Order Proposal under the PSC Task Order Contracts for “Enhancing the Adoption of Comparative Effectiveness Research in the Treatment of Serious Mental Illnesses in Medicaid.” The main objective of this project is to improve the treatment of people with serious mental illnesses by investigating the extent to which evidence-based practices are employed in the treatment of Medicaid enrollees who have either schizophrenia or bi-polar disorder. This project will identify the combinations of benefit design, payment and organizational arrangements that best support the use of evidence-based practices. It will review the literature, analyze Medicaid claims and enrollment data to better understand how states currently treat schizophrenia and bi-polar disorder, and assess how current treatment patterns compare with evidence-based practices. States will be selected that have relatively complete claims and enrollment data, reflect a range of likely performance, and represent a mix of the design features that are likely to influence performance. It is anticipated that the CMS Medicaid Analytical Extract (MAX) data will be used to carry out this project. The task order is funded through the American Recovery and Reinvestment Act of 2009 from the Office of the Secretary Comparative Effectiveness Research Funds. No solicitation will be posted and capability statements are NOT being requested. A COPY OF THE SOLICITATION WILL BE DISTRIBUTED TO ALL OF THE PSC TASK ORDER CONTRACTORS IN ORDER TO PROVIDE FAIR OPPORTUNITY. IT IS ANTICIPATED THAT ONE FIXED PRICE AWARD SHALL BE MADE.
