Army senior leaders have approved a new strenuous fitness test designed to better prepare Soldiers for combat tasks, reduce injuries and lead to ample cost savings across the service. The Army Combat Fitness Test (ACFT) will improve Soldier physical readiness, change the Army fitness culture, reduce preventable injuries and unplanned attrition, better inform Commanders of unit readiness, and enhance mental toughness and stamina. The test is designed to replace the current test of record with a gender- and age-neutral assessment based on the physical demands of combat. The Texas Army National Guard (TXARNG) requires a tailored 52 week physical fitness training and management program to address the fitness requirements of over 20,000 Soldiers to ensure successful transition of compliance to AFCT standards and improved unit readiness to meet federal and state missions.

5.0 Requirements:

5.1 The contractor shall establish and administer a tailored strength and conditioning training program for 20,000 Soldiers to participate in on a daily basis in order to maximize physical performance, reduce risk of musculoskeletal injuries, and prepare Soldiers for ACFT Testing. All deliverables in this contract shall prepare Soldiers to be physically fit in accordance with FM 7.22 and US Army ACFT Field Testing Manual and AR 600-9.

5.1.1 The contractor shall provide the following physical training programs:

5.1.2 A 52 week - physical training program that includes the quantified and sequenced training exercises, video movement demos for all movements, and workout instructions for all workouts.
5.1.3 As part of this program the contractor shall provide this training service via mobile application technology platform. (see section 5.2)
5.1.4 Provide monthly two-day workout schedules for Texas National Guard drill weekends that fit seamlessly into any phase of the 52 week physical training program.
5.1.5 Provide tailored physical fitness training procedures and management programs to select Army physical fitness trainers specifically designed to improve Soldier strength, power, stability, or kinesthetic awareness.
5.1.5 Provide training suitable for varied skill, fitness, and ability levels to follow in varied environments (with and without fitness facilities and equipment).
5.1.6 Provide Training that are not predicated on training with specialized fitness equipment.
5.1.7 Provide Training that include warm ups, performance based training, and cooldowns that can be completed in 50 minutes or less.

5.2 The Training Program shall also be delivered to Soldier's mobile device(s) via Technical Training Application Software. All deliverables in this contract shall prepare Soldiers to be physically fit in accordance with FM 7.22 and US Army ACFT Field Testing Manual and AR 600-9.

The software shall allow for the following technical capabilities:

5.2.1.1 Website, iOS app, and Android app availability
5.2.1.2 Individual Soldier limitations and profiles.
5.2.1.3 Instructional video movement demonstrations for all training movements.
5.2.1.4 Written coaching instructions for training movements and training sessions.
5.2.1.5 Training session tracking and logging.
5.2.1.6 Printable daily training sessions.
5.2.1.7 Daily training summaries to report on:
5.2.1.8 Total number of exercises logged
5.2.1.9 Total number of sets logged
5.2.1.10 Total number of repetitions logged
5.2.1.11 Total physical exertion logged
5.2.1.12 Total training time for that session
5.2.1.13 Soldier Resiliency surveys that evaluate:
5.2.1.14 Soldier sleep quality
5.2.1.15 Soldier mood
5.2.1.16 Soldier energy levels
5.2.1.17 Soldier stress levels
5.2.1.18 Soldier soreness levels
5.2.1.19 Shall comply with SSL encryption standards.
5.2.1.20 Shall have live, dedicated support center
5.2.1.21 Shall have dedicated account support via email and phone.
5.2.1.22 Shall provide onboarding support
5.2.1.23 Shall support a minimum of 20,000 concurrent users.

5.2.2 The Contractor shall provide a maintenance oversight program to ensure the application software of mobile device is operable and functional.

5.2.3 The Contractor shall provide management of software application on a day to day basis and renewed annually.

5.3 The Contractor shall provide the following training curriculum designed specifically for the Texas National Guard in accordance with FM 7.22 and US Army ACFT Field Testing Manual and AR 600-9:

5.3.1 Train-the-trainer courses and individual training modules shall prepare Soldiers to be physically fit and adjusted to meet Army Combat Fitness Test requirements.
5.3.2 Curriculums shall be reviewed by Master Fitness Trainers prior to distribution to ensure that training materials and lessons conform to Army fitness standards and Program of Instruction changes.
5.3.3 Educates TXARNG attendees on strength and conditioning programs, athlete assessments, and training movements.
5.3.4 Participate in program quality assurance of the training programs to ensure training programs and curriculum are best suited for Soldiers and facilities.
5.3.5 Initial in person training course to be provided at the geographical locations identified by the Texas National Guard to teach Soldiers in the organization to educate the rest of the force on the training curriculum and Smart phone application. Estimated population for this in-person initial training course is for 1700 Soldiers to disseminate training requirements to each of their respective units.
5.3.6 Training program shall include training programming definitions, daily training safety and best practices, training facility safety and usage guidelines, self-assessment techniques, and awards Certificate of Completion upon satisfactory completion of training.
5.3.7 Not used
5.3.8 Coordinate scheduling of facilities for Government approved courses, training, and classes as applicable.
5.3.9 Participate in periodic meetings with Texas National Guard Management Team and unit leadership to review physical training program.
5.3.10 Provide recommended and approved instruction and guidance to Soldiers on physical strength and conditioning and injury prevention.

5.4. The contractor will conduct quality assurance of the training programs to ensure training programs are effective and best suited for Soldier population and facilities. All deliverables in this contract shall prepare Soldiers to be physically fit IAW FM 7.22 and US Army ACFT Field Testing Manual and AR 600-9.

5.4.1 The Contractor shall provide accurate and complete documents and reports as follows:

5.4.2 The Contractor shall provide a Monthly Status Report which summarizes the Contractor's monthly operations. This report shall summarize activities concluded during the previous month, actions started, actions completed, and other current status information. This monthly report shall be the primary management control process for the PWS.

5.4.3 The Monthly Status Report shall contain/but not limited to the following:
5.4.3.1 Brief description of requirements.
5.4.3.2 Brief summary of accomplishments during the reporting period and significant events regarding the contract.
5.4.3.3 Deliverables submitted or progress on deliverable products.
5.4.3.4 Any current or anticipated problems.
5.4.3.5 Brief summary of activity planned for the next reporting period.

5.4.4 The Contractor shall provide a Monthly Athlete Report which summarizes the compliance and benchmark improvements of Soldiers. This report shall summarize by Soldier. The Monthly Report shall contain/but not limited to the following:

5.4.4.1 Physical Training Program Adherence rates by soldier.
5.4.4.2 Benchmark progress by Soldier over time.
