SOURCES SOUGHT FOR A PRIVATE MPLS ENHANCED DATE SERVICE FOR THE ARMY NATIONAL GUARD IN THE STATE OF HAWAII.

PLEASE NOTE: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPIS ISSUED ONLY TO CONDUCT A MARKET RESEARCH STUDY FOR AN ANTICIPATED REQUIREMENT.

This is a sources sought announcement seeking only small business responses in order to determine available small business participation in this acquisition. This is not a request for quotation or proposal. This notice is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. If a Request for Proposal is issued for this requirement it will not be issued under this number.  This synopsis is issued for the sole purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10.

The designated North American Industry Classification System (NAICS) Code is 517311, Wired Communications Carriers, with a size standard of 1,500 employees.

The Hawaii Army National Guard (HIARNG) is conducting market research based on the following:

Connect the locations below to a private MPLS backbone for data and voice with specified bandwidth and Quality of Service (QoS). 

QoS all sites:  10% Real Time, 25% InterActive, 50% Business Priority

Each Primary location will connect to every Armory, including connection between each Primary location.

Also provide 24/7 managed services for this network (15 locations).  Provide vendor technical support from industry certified experts.  Provide comprehensive performance analysis to demarcation.  Information obtainable to HIARNG through a web portal showing graphical traffic reports and device performance.  Data to be gathered and stored by vendor for trending and overall network optimization and recommendation.
