THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Naval Air Systems Command (NAVAIR) intends to issue an Order under Contract N00019-10-G-0006 to procure engineering support for Fiscal Years (FY) 2013 through 2014. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This Order will add task the Contractor to conduct design studies to integrate a piece of test equipment into the Joint Standoff Weapon (JSOW) jettison and free flight weapons, to inspect several Government furnished JSOWs for airworthiness and provide repair recommendations, to convert either two live AGM-154Cs or AGM-154C-1s into inert free flight vehicles, to add inert payloads to several Government furnished JSOW 154A Air Vehicles, and to assemble and deliver eight (8) Telemetry Instrumentation Kits. Additionally, this order tasks the Contractor to conduct a study to determine if internal bay built in tests were retained for the JSOW configurations and conduct a study to determine if the JSOW energetic subassemblies conform to the explosive atmospheric requirements. The products of this order will support Joint Strike Fighter (JSF) separation flight testing.


The subject contract will be issued to the Raytheon Company, Raytheon Missile Systems (RMS), Tucson, AZ. The resultant Order will be Firm-Fixed-Price to include a base and one (1) option for Engineering, Technical Data, Support Equipment and Other Direct Costs. Award is anticipated in May 2013.

Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The JSOW weapon incorporates unique hardware and software design elements that cannot be satisfied by commercial off-the-shelf components. Raytheon has the necessary knowledge, experience and access to the technical data necessary to fulfill the Government's need and meet its schedule requirements. The Government does not possess the technical data rights.
