This is a sole source requirement to Sikorski Aircraft Corporation (SAC), 6900 Main Street, Stratford CT 06615-9129 (cage code: 78286) for engineering services needed to support the USAF HH-60G Pavehawk helicopter fleet. This effort will accomplish sustaining engineering tasks in accordance with (IAW) individual task required to support existing fielded HH-60 fleet. These specific tasks require the expertise, analysis techniques, and proprietary data solely held by the OEM, Sikorsky Aircraft Corporation (SAC). Additionally, the OEM (SAC) shall provide an equivalent parts list, revalidate fatigued life utilizing current methodologies and usage spectrums, provide SPO engineering documentation outlining the OEM recommendations to overhaul intervals, and qualify similar components from other H-60 variants to the HH-60G.

This is a non-commercial requirement for one 12-Month Basic period, and four 12-Month Option periods. The Government anticipates awarding a Cost Plus Fixed-Fee contract with a Cost Reimbursement No-Fee line item for Travel to Sikorski Aircraft Corporation (SAC). SAC is the original equipment manufacturer and the only known source in possession of the complete engineering design, maintenance, repair, and overhaul data for the airframes and dynamic components. The Government's technical data package does not contain the detailed design data, engineering analysis, and maintenance analysis required to define and correct HH-60G maintenance, operational, and safety deficiencies. SAC is the only possessor of this comprehensive knowledge for the HH-60G helicopter. Authority: 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. The approximate issue date of solicitation is 05 Aug 2017.
