The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to contract on a sole source basis with Northrop Grumman Systems Corporation – Aerospace Systems (NGAS), San Diego, CA, for activities required to support the Non-Recurring Engineering for Engineering Change Proposal (ECP) - 04603, IFC 4.2 Implementation on the Triton Unmanned Aircraft (AC). This requirement will be procured in accordance with the statutory authority permitting other than full and open competition  under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”  As the sole designer, developer and manufacturer of the MQ-4C Triton UAS, NGAS is the only source with the requisite knowledge, experience, engineering expertise, and technical data required to meet the Government’s requirements within the program’s cost and schedule constraints.
